Toggle between “Loaded Session” and “New Consultation” views. The topbar contains a pill toggle with two buttons:
  • State 1 (document icon) — loaded session with patient card, inject button, and session history
  • State 2 (stethoscope icon) — new consultation with EMR-detected patient and a link to start a new recording in scribe-web
The panel auto-switches to State 2 when the session is cleared, and to State 1 when a session transitions from non-terminal to terminal (consultation just finished). A session that is already terminal on mount does not auto-switch.
